No, they don't. The forum IP address is constantly bombarded with bots attempting to cause problems. Here is todays list of countries that are generating the bots. Of course, if they are using a VPN service, you never really know where to originating traffic is coming from.

Is there a way to limit settings?
e.g. 'no links allowed' unless the poster has x posts?
Or no links allowed until the poster has been 'marked safe' by an admin?
Do any such approaches work?

If you limit settings, then it’s limiting for everybody.

The forum software we use here is PHPbb, it is free so it is lacking many of the registration choices as the paid software. With this software the only way to tighten up the registration process is to require admin approval of the registration. With so many BOTs attempting registration, it would be a full time job.
I purchased a copy of Xenforo forum software a couple months ago to use on advbannedcamp.com but have not had time to install and migrate from PHPbb. It will probably be a winter project. So, until I do that, MS Draco and I will do our best to weed out the bogus registrations in a timely manner.

On the site I watch, which is run on “MyBB”, it lets me toggle the user name and then “goodbye spammer”. It then deletes all their stuff and blocks them. It’s pretty painless to do on my part. I don’t believe it blocks them from registering again as a different user, but 3 clicks and they’re gone again.

phpBB is easy to delete the user and all posts. I also use a utility called SpamBot Countermeasures that weeds out some of the malicious traffic.
