Farmers are actually taxed if they use small dams to collect rainfall on their land (compensating water supply government departments for lost revenue).
Sadly, we have several rivers that dump enough water out to sea each day, that could supply large cities like Sydney for a year. Yet instead of dams, we built a 'desalination plant' that costs kazillions per year when sitting idle, and much more when turned on...
Water is one topic that literally no politician (here) seems to have the foggiest clue about.
